About this document
In around 2018, the applicant, Gilbert Maurice Papineau, hung some colourful curtains. In 2024, the respondent strata corporation, The Owners, Strata Plan VIS3321, demanded they be removed because they contravened the strata’s bylaw about window coverings. The strata ultimately fined him $300 before he removed the curtains, and later waived $100 of that. Mr. Papineau says the remaining fines are invalid, and asks for an order forcing the strata to remove them.
